Statutory Definition
Section 28(1), Consumer Protection Act, 2019: 'The State Government shall, by notification, establish a District Consumer Disputes Redressal Commission, to be known as the District Commission, in each district of the State.' Etymology & Origin
From 'consumer' (one who uses goods/services, from Latin 'consumere' — to use up) + 'forum' (a place for meeting and discussion, from Latin 'forum' — a public place, marketplace, court). A 'Consumer Forum' is a 'marketplace court' — an adjudicative body for disputes arising from consumer-market transactions.

Consumer Forum: Accessible Justice for Consumer Disputes
Consumer disputes were historically inaccessible through regular courts — too expensive, too slow, and too technical for the average person who bought a defective fridge or was cheated by an insurance company. Consumer Forums changed this: specialised commissions at the district, state, and national levels, with simplified procedures, no mandatory lawyer fees, and the ability to award compensation, replace goods, and impose penalties on errant businesses.
CPA 2019: Major Enhancements
The Consumer Protection Act, 2019 significantly enhanced the consumer protection framework: (a) Increased pecuniary limits: District up to Rs. 1 crore (was Rs. 20 lakh); State up to Rs. 10 crore (was Rs. 1 crore); National above Rs. 10 crore (was Rs. 1 crore). (b) Product liability (Chapter VI): Strict liability for manufacturers, product sellers for defective products — consumer need not prove negligence. Unfair Trade Practices
Section 2(47) CPA 2019 defines 'unfair trade practice' broadly — including: false advertisement, misleading product descriptions, false offers, bait and switch tactics, and unsolicited commercial communication (spam). Unfair trade practices are actionable even without proof of personal loss by the complainant — a consumer organisation or the Consumer Protection Authority can file a complaint on behalf of the public interest.
