Cultural and Educational Rights are specific fundamental rights designed to protect the distinct language, script, and culture of minorities in India, and to grant them the autonomy to establish educational institutions to preserve their heritage.
Article 29 protects the right of any section of citizens to conserve their distinct language, script, or culture. Article 30 grants all minorities (whether based on religion or language) the absolute right to establish and administer educational institutions of their choice.
Institutions established under Article 30 enjoy significant autonomy in administration, fee structure, and admissions (including the right to reserve seats for students of their own minority community), exempting them from several stringent regulations that apply to majority-run institutions.

The Court held that while the right to establish and administer under Article 30 is broad, it is not absolute.
