Supreme Court orders CBI to investigate the mysterious death of a Manipur girl. Concerned about fairness, the family of the deceased Girl wanted CBI to find the truth.

In a significant development, the Supreme Court has ordered the Central Bureau of Investigation (CBI) to take over the investigation into the mysterious death of a 25-year-old Manipuri girl in Delhi.

The victim, Awungshi Chirmayo, was found dead in her rented accommodation in May 2013. Initial investigation by the Delhi Police led to an FIR for suicide, but her family has consistently maintained that she was murdered.

The case has been marred by inconsistencies and a lack of clarity. Despite two post-mortems, the cause of death remains undetermined. The family has also alleged that the police were trying to shield the accused.

In 2018, the Delhi High Court dismissed the family's petition for a CBI investigation, concluding that there was insufficient evidence to support their claim. However, the Supreme Court has now overturned that decision.

During the Supreme Court hearing, Additional Solicitor General K.M. Nataraj stated that he had no objection to the CBI taking over the investigation. The Court observed that the case appears to be a homicide and expressed concern that the local police investigation has been ineffective.

The Supreme Court has also noted the logistical challenges faced by the victim's family, who reside far away in Manipur. The Court has emphasized the need for a thorough and impartial investigation to ensure justice for the family and the victim.
The Apex Court observed

“unresolved crimes tend to erode public trust in institutions which have been established for maintaining law and order. Criminal investigation must be both fair and effective.”

The Supreme Court directed the CBI to conduct a thorough investigation, considering the concerns of the appellants and the need to bring the perpetrators to justice. The CBI is expected to take over the case immediately and submit a comprehensive investigation report to the court as soon as possible.
As effective and impartial investigations, especially in cases with potential foul play and where the victim's family faces obstacles in seeking justice the decision to hand over the case to the CBI is seen as a significant step towards ensuring justice for the victim and her family.
